Background: A certain Japanese owned Optical products manufacturing enterprise is located in Dongguan Huangpu district. This enterprise has a high level of producing administration and the concept of legal operation. However, this enterprise has used an improper operating way since it was established. It just hired common Customs staff to edit the customs manual, organize customs declaration document, and entrust the agent with the customs affairs. This running mean caused the daily customs affair accounting and management to be totally out of the senior’s eyes. Thus, some Customs agents and staff chose the shortcut while dealing with the affairs. The result was, in the 2005 mid-term inventory and reconciliation report showed that the customs manual edited before was amazingly out of realism, too much inventory caused structural surplus, and there was large deviation between accounts in customs affairs and finance. Nevertheless, it had to face the potential legal risks.
  In order to realize the management standardization and gain the Customs A-level enterprise title, the director board took our CAMC as their special customs affairs management consultant. After our thoroughly search, we have concluded 3 main reasons resulting in the inventory structural surplus, though there are many complicated events involved .Here are the three main reasons:

2、The long-term missed control and management over the supply chains caused some of the supply chains and some clients irregularly operate during the processing and transferring business procedure.
3、The long-term lack of checking and coordination with the customs affairs, finance, warehouse and transaction.
Solutions     : We assist the enterprise to redraft the core indicators; construct the customs affairs organization system; improve the ERP system and control and administer the supply chains. Besides, our company represents the enterprise to negotiate the structural balance strategy with the general Customs, and organize some training on customs affairs knowledge for the key departments.
